To the Commission:

It is well understood that the City effectively grants a monopoly on taxi service to one company (whose owner, we presume, is deemed sufficiently generous at campaign time). While the generosity may be commendable, the effect on the public is surely less so.

We are well aware of the standard results of monopolies: less efficient service at higher prices. For this reason, it is hard to endorse your taxi ordinance as anything but a disservice to the public.

Attached hereto please find a copy of an article from the 03-Mar-2003 Beacon wherein it is noted that the taxi company is operating with a third of its usual fleet, and that slow service is therefore expected.

The Commission now being aware of the problem, failure to enforce the time limits of the ordinance at this time could be used in the future as an argument that those provisions are waived, effectively rescinded, or subject to selective enforcement. It seems unlikely that this outcome would be desirable. Wherefore, I would urge the Commission to assure that the time limits provided by ordinance are being vigilantly enforced.
